BSA Special Permit for a Charter School in the Bronx

Environmental Assessment Statement and Supplemental Studies for a NYCBSA Special Permit

Serving as the Environmental Consultant to Civic Builders, LLC, Equity Environmental completed an Environmental Assessment Statement and Supplemental Studies for an approved NYC Board of Standards and Appeals Special Permit application (18BSA124X) pursuant to Section 73-19 of the Zoning Resolution of the City of New York.

The application involved the development of a 4-story, 51,895 gross square foot (gsf) building for full occupancy by a Use Group (“UG”) 3 charter school at 761 Sheridan Avenue (757 Concourse Village West). The Premises is located within an underlying C8-3 zoning district in the Melrose neighborhood of Bronx Community District 4. UG 3 schools are not permitted as-of-right within C8-3 zoning districts pursuant to ZR Section 32-10. Accordingly, a Special Permit from the NYCBSA was required. At full grade capacity, the charter school (South Bronx Classical Charter School “SBCCS” IV) will accommodate approximately 491 students from Kindergarten to 8th Grade and 46 faculty members. 

Equity developed trip generation characteristics for the transportation assessment by extracting and referencing Department of Education (DOE) Office of Pupil Transportation Automate the Schools (ATS) data for metro card and yellow school bus users at an existing SBCCS location, and information derived from Geographic Information Systems (GIS) analyses on SBCCS student’s within walking distance of the existing school location. A detailed school safety operations assessment, auto-turn analyses to assess the feasibility of a curb-extension or neckdown on the subject street, and recommendations on arrival and dismissal protocols were also performed as part of the Environmental Assessment.
