Planning, Remediation and Engineering for a Mixed Use Development Project in the Bronx

Equity managed the completion of the CEQR Environmental Assessment Statement (EAS); performed a Phase I Preliminary Site Assessment and a Phase II Site Investigation; prepared Remedial Action Plan; and developed Site Remediation Engineering and Design Services for this rezoning in the Unionport neighborhood of the Bronx, New York. The rezoning area, including 17 separate tax lots, comprises 93,230 SF and is bounded by Westchester Ave, Olmstead Avenue, and Newbold Avenue. This project was one of the first to apply the new Mandatory Inclusionary Housing Requirement.

Serving as Environmental Consultant to Procida Development Corporation, Equity prepared an EAS for a Zoning Map Amendment from an R5 zoned site to an R6 C2-4 district and two Zoning Text Amendments, one for Mandatory Inclusionary Housing and one to provide R6 districts with narrow street applicability in MIH Areas the same maximum FAR (3.6) provided to other R6 districts (that is, R6 districts with wide street applicability and R6A districts) in MIH Areas. These actions facilitated the development of two residential/mixed use buildings totaling 209,00 SF and 203 units, and 7,949 SF of commercial. The rezoning required the assessment of 349 development units and over 369,000 SF of development possible in the rezoning area.

This complex project, working closely with NYC DCP, was completed and certified in two months after the start of the EAS in order to accommodate a December finance deadline with NYC Housing Preservation and Development.
