Traffic Analysis for a project in Rockland County, NY
Equity conducted a detailed traffic analysis for Highbury Concrete Inc to develop a new production facility on Route 9W in West Haverstraw, NY. The expansion of this facility was associated with site plan approval and a new special permit subject to the approval by the Village Board allowing manufacturing, fabricating and assembling in the “C” (Commercial) zoning district. The development site projected a traffic volume of 10 semi-trailers per day, with operating hours of between 6 a.m. and 6 p.m. Monday thru Friday, and 7 a.m. to 3 p.m. on Saturdays.
Equity conducted an assessment of the traffic trip generation characteristics associated with the proposed project and compare to the previous as of right use; Summarized traffic generation and assignment of vehicle trips to travel network; Characterized increase/decrease in traffic compared to as-of-right use; and Characterized access from Route 9W and whether capacity/geometric access is appropriate and safe access to facility.
Based on the traffic demand study sets the basis for a traffic impact study of the proposed project through macro-simulation and communications with NYS DOT Region 8, additional studies were needed. To satisfy the additional NYS DOT requirements we conducted Traffic Impact Study, Line of Sight Analysis, AutoTurn Analysis, and obtained Highway Work Permit.
Equity appeared before the West Haverstraw Planning Board and West Haverstraw Zoning Board of Appeals and received site plan approval and a new special permit for our clients project.
