Essex County Correctional Facility Remediation

Remedial Investigation

Equity was selected by Essex County, NJ to provide Environmental Engineering Services for Remedial Investigation at the County’s Correctional Facility.

Equity’s scope includes providing a Licensed Site Remediation Professional (LSRP); conducting a Remedial Investigation (RI); developing a Remedial Action Work Plan (RAWP); preparing and reviewing of contract plans and specifications; cost estimating and scheduling; permitting; and construction oversight.

The Correctional Facility was constructed on an Industrial Site Recovery Act (ISRA) remediation site. Although the County’s construction of the Facility resulted in the return to use of a previously vacant property, it also required the County to assume the responsibility to remediate the property.

At least three ISRA cases were triggered at the property between 1986 and 1999, as a result of business transactions prior to Essex County’s purchasing the property.  In addition to
assuming the liability for completing the remediation, Essex County must pay the annual remediation fees. Equity will assist the County in maintaining compliance with NJDEP requirements and managing environmental liability at the property, while completing the remediation and closing the case as soon as possible.

Equity’s project team includes: a LSRP, New Jersey Professional Engineer, Geologist, GIS and Auto-CAD drafting specialist, Safety Professional, and Project Scientist (Field Staff). Collectively, the project team selected for this project has over 90 years of  experience investigating and remediating contaminated sites.
