The New Jersey Department of Environmental Protection (NJDEP) Licensed Site Remediation Program (LSRP) is one in which experienced environmental professionals are certified to guide and control the remediation of contaminated sites to completion with minimal or no NJDEP oversight.  Codified under the Site Remediation Reform Act (SRRA) N.J.S.A. 58:10C-1, with new regulations in the Administrative Requirements for the Remediation of Contaminated Sites (AARCS) N.J.A.C. 7:26C., the program is modeled after the LSP and LEP programs in MA and CT, respectively.  The program went in to effect on May 7, 2012 and there are approximately 550 permanently licensed LSRPs.  Anyone responsible for conducting remediation of a site shall be required to hire a LSRP unless their site is under direct supervision of the NJDEP.  Remediation is used as a general term for activities from a Preliminary Assessment through actual Remedial Action.

LSRPs are typically environmental professionals with at least eight (*) years of site remediation experience; at least 5-years must be in NJ. They are generally professional engineers and geologist who work for environmental consulting firms in and outside NJ. They are required to pass a written exam to obtaian permanent license.

LSRP Experience:

Union, NJ — Issued a site wide RAO for a manufacturing facility that contained 14 Areas of Concern (AOCs) that had been remediated.

Stanhope, NJ — Providing LSRP services and implementing a Remedial Action (RA) for a former manufacturing property.  The project includes:

  • Detailed review of the site history
  • Ongoing groundwater monitoring for a previously established Classification Exception Area (CEA)
  • Implemented a Vapor Intrusion Investigation (VII) at the site which included the collection of indoor air quality samples in a strict timeframe to determine if surface vapors were affecting an adjacent business

Newark, NJ — Providing LSRP services and managing the Remedial Investigation (RI) of a former gasoline station.  The project included:

  • Detailed review of the site history
  • Preparation of a Preliminary Assessment/Site Investigation
  • Remedial Investigation Work Plan (RIWP), and the implementation of the RIWP which included the delineation of soil and groundwater contamination via the installation of soil borings, temporary well points and monitoring wells on and offsite
  • Responsible for obtaining access agreements from adjacent property owners
  • Responsible for obtaining street and sidewalk opening permits for the Bounty Right of Way
  • Soil and groundwater data is currently being evaluated to determine an appropriate Remedial Action (RA) for the site

Raritan Township, NJ — Providing consulting and LSRP services to complete an ongoing investigation of gasoline spill at their police fueling station.  The project includes:

  • Detailed review of the existing investigation activities, analytical data, soil boring logs, well logs and construction diagrams, and recommendations for additional work
  • Prepare workplan includes the installation of additional soil borings and wells to horizontally and vertically delineate contamination in both media
  • Appropriate NJDEP documentation will be prepared including remedial investigation workplans and reports, remedial alternative section report, remedial action workplan and report

Netcong, NJ — Conducted a Preliminary Assessment and oversaw the Site Investigation for the proposed child care facility.  

  • Property contained three underground storage tanks one of which was found to be leaking
  • A RAO was issued to the facility after proving the indoor air was not impacted by the leaking heating fuel oil UST
