The New Jersey Department of Environmental Protection (NJDEP) Licensed Site Remediation Program (LSRP) is one in which experienced environmental professionals are certified to guide and control the remediation of contaminated sites to completion with minimal or no NJDEP oversight. Codified under the Site Remediation Reform Act (SRRA) N.J.S.A. 58:10C-1, with new regulations in the Administrative Requirements for the Remediation of Contaminated Sites (AARCS) N.J.A.C. 7:26C., the program is modeled after the LSP and LEP programs in MA and CT, respectively. The program went in to effect on May 7, 2012 and there are approximately 550 permanently licensed LSRPs. Anyone responsible for conducting remediation of a site shall be required to hire a LSRP unless their site is under direct supervision of the NJDEP. Remediation is used as a general term for activities from a Preliminary Assessment through actual Remedial Action.
LSRPs are typically environmental professionals with at least eight (*) years of site remediation experience; at least 5-years must be in NJ. They are generally professional engineers and geologist who work for environmental consulting firms in and outside NJ. They are required to pass a written exam to obtaian permanent license.
